I am running a site. While doing reciprocal link exchange, I sent a link exchange request to another site. The webmaster of that site placed my link on some other site as a 3-way link exchange process. He said to me that new google algorithm does not consider reciprocal link exchange.

Google stopped looking at reciprocal links like they use to. The problem is people were abusing them esp. some real estate sites. If you have reciprocal link pages that all that is on there is reciprocal links, I would think about trying something different.
Good quality one way links are good or also a 3 way option. You just have to make sure that the 3 way option is a good one. Don't link to someones main page from your site and have them link to you from some website that has no ranking or no value.
I know people are still doing reciprocal linking, you just have to structure them a little different. Put them on content pages and only a handful per page.
